Disavowed by his employers and hunted by a crime syndicate, the police, and the African leader's brother, Shatter goes into hiding.
He travels to Hong Kong to collect his payment from Hans Leber (Anton Diffring), only to discover he has been set up as a scapegoat for a larger political agenda.
American hitman Shatter (Stuart Whitman) assassinates the leader of the African state of Badawi using a gun disguised as a camera.
