Is this just due to inconsistent development over the photo paper?
Traditional photographic paper is developed to completion, with development times generally lasting 60-90 seconds for RC paper and roughly 2 minutes for fiber-based paper. Optimal prints are achieved by adjusting exposure times at the enlarger rather than removing prints early from the developer, and using fresh chemistry to avoid reduced contrast.
