In Adobe Illustrator or InDesign, go to File > Document Setup and set your bleeds to 0.125". Make sure your background images actually stretch to that red outer line!
When paper is cut in bulk, the blade might shift slightly. Without a bleed area, even a 1mm shift can leave a distracting white strip at the edge of your business card or flyer.
